How to join the organization. (The Club operates on the basis of the developed Regulations, which also discuss the issues of joining and leaving the Club).
Regulations on the International Club of Diplomats and Businessmen
Preamble
The International Club of Diplomats and Businessmen (hereinafter referred to as DBC or the Club) unites diplomats, embassy employees, businessmen, scientists and other persons working in the field of international relations, diplomacy, business and science. DBC is a platform for establishing contacts and developing cooperation, where representatives of the diplomatic corps, employees of embassies and consulates, employees of foreign and international organizations, scientists and entrepreneurs exchange information in the field of international relations, science, economy, financial systems and business, participating in multilateral and bilateral meetings, in seminars, presentations, thematic evenings, etc.
Chapter 1. Club name.
Name of the club: International Club of Diplomats and Businessmen (hereinafter referred to as DBC or the club). The club has symbols and uniforms approved by the Board.
Chapter 2. Club goals.
2.1. To bring together diplomats, businessmen and scientists on a common platform to discuss issues of international cooperation, as well as economic, financial, scientific and other issues.
2.2. Exchange of opinions and information within DBC on international, economic, financial and other issues.
2.3. Organization of thematic presentations on current topics, as well as organization of seminars, conferences, field meetings to discuss international, economic and financial issues.
2.4. Organization of other events in areas of interest to Club members.
Chapter 3. Club goals.
3.1. Organize effective dissemination of foreign, economic, financial and scientific information.
3.2. Organize continuous operation of DBC.
3.3. Regularly organize DBC events – presentations, seminars, field meetings, lectures, etc.
Chapter 4. Term of operation of the club.
The club is created for an indefinite period.
Chapter 5. Club members. Joining the Club, leaving and exclusion.
5.1. The following person can be a club member:
5.1.1. Diplomats or employees of foreign embassies.
5.1.2. Former diplomats or embassy staff.
5.1.3. Entrepreneurs.
5.1.4. Scientists working in economics or finance.
5.2. Club members recognize the goals and tasks of the Club, as well as undertake to comply with the rules of the Club.
5.3. The applicant must receive 2 (two) written recommendations from Club members and submit them to the Club’s board or the Club’s general meeting. Recommendations can be either from two diplomats or from one diplomat and one representative of the economic sector of the Club.
5.4. When welcoming new members to the Club, the management should strive for a ratio of two diplomats and one representative of the national economy sector. The club should have a majority of diplomats, maintaining a ratio of 2:1.
5.5. The decision on admission to the Club is made by the Club Board or the General Meeting.
5.6. A member of the Club may withdraw from the Club at any time by notifying the Club Board in writing.
5.7. A Club member can be excluded from the Club by a decision of the Club Board, if:
5.7.1. The club member does not comply with the decisions of the board of the club and the general meeting of the club.
5.7.2. A member of the Club performs actions that contradict the Club’s goals, tasks and Regulations.
5.7.3. A Club member performs actions that violate the Club’s moral and ethical norms and cause serious damage to the Club’s image.
Chapter 6. Rules and obligations of club members.
6.1. Club members have the following rights:
6.1.1. Participate in the work of the Club and its events.
6.1.2. Receive information about the Club’s activities.
6.1.3. It is possible to get acquainted with the minutes of meetings of the Club’s governing bodies and the decisions made.
6.1.4. Make proposals to the Club Board for improving the Club’s work.
6.2. Club members have the following obligations:
6.2.1. Follow the club rules.
6.2.3. To execute the decisions of the Club Board and the Club General Meeting.
6.2.4. To support the implementation of the goals and tasks of the club.
Chapter 7. Club structures.
7.1. Club board.
7.1.1. The governing institution of the Club is the Club Board.
7.1.2. The club board consists of 10 (ten) members.
7.1.3. A quorum is considered to be reached if 2/3 of the Board members – 7 (seven) out of 10 (ten) Board members attend the Club Board meeting.
7.1.4. The chairman of the board is elected by the board of the club with 50% plus 1 vote of the board members (votes).
7.1.5. The club president is elected by the general meeting of the club with a majority of 50% + 1 vote.
7.1.6. Club vice-presidents are appointed by the Club President.
7.1.7. Club board members are appointed by the meeting of Club members with a majority of 50% + 1 vote.
7.1.8. The club board performs the following functions:
7.1.8.1. Organizes the work of the Club, creates the goals and tasks of the Club.
7.1.8.2. Develops guidelines for the development of the Club.
7.1.8.3. Cooperates with the Audit Committee of the Club.
7.1.8.4. Gives tasks, leads, controls, sets deadlines for tasks, receives necessary information and reports on activities from the Club’s General Secretary and the Secretariat.
7.1.8.5. Call a meeting of Club members.
7.1.8.6. Accepts new members to the Club and expels members from the Club.
7.1.8.7. Determines the amount of Club members’ contributions and their payment conditions.
7.2. Club president.
7.2.1. The president of the club is elected by the members of the club at the general meeting in open elections.
7.2.2. The president of the club is elected from among the diplomatic corps or embassy staff.
7.2.3. The club president performs the following functions:
7.2.3.1. Organizes the work of the Club and the Club Board.
7.2.3.2. Organizes and invites to Club board meetings.
7.2.3.3. Leads the Club.
7.2.3.4. Determines the goals and tasks of the Club.
7.2.3.5. Determines the areas of responsibility of the members of the Club’s board.
7.2.3.6. Provides the Club Board with a report on the fulfillment of the Club’s tasks.
7.3. Club Vice President.
7.3.1. The club has 2 (two) vice-presidents.
7.3.2. The first vice-president of the Club is elected from among business representatives, the second vice-president is elected from the diplomatic corps, embassy employees or entrepreneurs.
7.3.3. The president and vice-presidents of the club agree on the division of responsibilities of the board members.
7.3.4. The vice-presidents of the Club replace and fulfill the functions and tasks of the President of the Club during his absence.
7.4. Club Secretariat.
7.4.1. The Club Secretariat consists of 3 (three) members – the General Secretary of the Club Secretariat and 2 (two) members of the Club Secretariat.
7.4.2. The Club Secretariat is subordinate to the Club Board, performs its tasks and reports to the Club Board for the performance of its tasks.
7.4.3. General secretary of the club.
7.4.3.1. Submitted to the Club Board.
7.4.3.2. Follow the instructions and tasks given by the Club Board.
7.4.3.3. Organizes and manages the work of the Club Secretariat.
7.4.3.4. Organizes Club events, meetings, presentations, conferences, trips and other events, organizes timely distribution of invitations to Club members.
7.4.3.5. Knows club accounting.
7.4.3.6. Compiles the minutes of the Club’s board meetings and the Club’s general meeting.
7.4.3.7. Organizes accounting and registration of members in the Club.
7.4.3.8. Organizes the receipt and accounting of annual membership fees of Club members.
7.4.3.9. Organizes consideration of questions and proposals in the Club’s board and in the general meeting of Club members.
7.4.3.10. Manages the day-to-day work of the club secretariat.
7.4.3.11. Delegates functions to club secretariat members.
7.4.4. Members of the club secretariat.
7.4.4.1. The members of the Club Secretariat are subordinate to the General Secretary of the Club.
7.4.4.2. To carry out the instructions of the general secretary of the club according to the division of functions.
7.5. Club audit commission.
7.5.1. The club’s audit commission consists of 2 (two) members – the chairman of the audit commission and 1 (one) member of the audit commission.
7.5.2. Chairman of the audit committee of the club.
7.5.2.1. Elected at the club meeting for an indefinite period with a majority of 50% + 1.
7.5.2.2. Organizes and directs the work of the Club Audit Commission.
7.5.2.3. Performs financial and economic control of the club.
7.5.2.4. Conducts an audit of the club’s property and financial resources.
7.5.2.5. Evaluates club accounting and accounting work.
7.5.2.6. The Chairman of the Club’s Audit Commission conducts inspections within the deadlines set by the General Meeting, the Club Board and the Club members.
Chapter 8 Convening the general meeting of the club and decision-making procedure.
8.1. The meeting of the members of the Club is open to all members of the Club.
8.2. A meeting of club members is a quorum of 50% + 1 member.
8.3. The decision of the meeting of Club members is adopted if 50% + 1 of the present Club members vote for it.
8.4. The Club Board, the Club Secretariat and the Audit Commission are elected for 4 years with subsequent re-elections. The president of the club is elected for 4 years.
